The size written on the your filter's frame and /or on the title of this listing is a "Nominal" size (by name only). Depending on the brand of the filter, the size on your filter frame could be "Nominal" (by name only) or "Actual" (true size). A 20x25 "Nominal" filter might measure 19 1/2 x 23 1/2 or anything else.
